It's normally done though my website Nez Tech, however I'm currently taking a break from Madness Combat Resources and my website as a whole. New file submissions are not being accepted until further notice, and the submission form on Nez Tech will be removed in 2022.

ok bro this is cool but its too much. like it takes forever trying to find what you want.no hate the files are really cool.
so, im trying to download "incident1000a-sprites", but when i click download, that download tab closes and the download does not start, how can i fix this?
Hmm... That's odd, I'm not sure what's going wrong on your end.
I've just tested that file and it works for me in Mozilla Firefox; however, I did have to manually allow the download on a dialog from the downloads button, because Firefox flagged the file as suspicious / potentially dangerous. After that though, the file downloaded just fine as normal.

While any and all decisions regarding copyright are ultimately up to Madness Combat's author and owner Matt "Krinkels" Jolly to decide, I highly doubt that there would be any issues. Krinkels has generally been pretty supportive of the Madness Combat fan community and fan animations, and Newgrounds has hosted several Madness Day fan-work contests in the past too.
Overall, I wouldn't worry about copyright issues. Just be sure to give credit where it's due. :-)
